The Victorian rule most quotes don't explain
In Victoria, electrical work is split into two categories, and which one your job falls into changes what has to happen before your charger can be switched on.
Under the Electricity Safety Act 1998, your electrician must issue a Certificate of Electrical Safety for the work. But Energy Safe Victoria draws a line between non-prescribed and prescribed work:
- A straightforward charger install is non-prescribed. A new dedicated circuit run off an existing switchboard that can take it. Your electrician issues the Certificate of Electrical Safety, and copies go to the relevant parties within one month of the work being finished.
- Work on your switchboard, consumer mains or earthing system is prescribed. Energy Safe Victoria lists switchboards, consumer mains and earthing systems as prescribed electrical installation work — and prescribed work must be inspected by an independent licensed electrical inspector before it can be connected to the electricity supply. Certificate copies go out within 16 calendar days of completion.
This is why nobody honest can quote you a switchboard upgrade over the phone. It's not a sales tactic. A questionnaire can't see the inside of your switchboard, and if yours needs work to take the new circuit, the job changes category — it picks up an independent inspection step before your power can be reconnected.
So we don't guess at it. Everything else on your quote is exact. If your switchboard needs an upgrade to take the new circuit, your installer confirms that cost with you before any work begins. No surprises, no obligation.
Who your distributor is, and why it matters
Melbourne sits across several networks. Victoria has five electricity distributors — CitiPower, Powercor, Jemena, AusNet Services and United Energy — and which one owns the poles and wires at your address depends on your suburb, not your retailer.
They connect installations under a shared rulebook, the Victorian Service and Installation Rules (current edition: May 2026). Your electrician works to those rules and handles anything your distributor needs. You don't need to contact them yourself.

Do I need a permit to install an EV charger in Victoria?
Not a permit as a homeowner. What's required is that the work is done by a licensed electrician who issues a Certificate of Electrical Safety under the Electricity Safety Act 1998. If the job involves your switchboard, consumer mains or earthing system, Energy Safe Victoria classes that as prescribed work, which must also be inspected by an independent licensed electrical inspector before it's connected to supply. What's the difference between prescribed and non-prescribed work?
Non-prescribed work is standard electrical installation work — for a charger, that's typically a new dedicated circuit off a switchboard that can already take it. Prescribed work includes switchboards, consumer mains and earthing systems, and it carries an extra step: an independent licensed electrical inspector must inspect it before it can be connected to the electricity supply. It's the reason a switchboard upgrade can't be priced sight-unseen.
Can I install a 22kW three-phase charger in a Melbourne home?
Only if your home has three-phase supply. Plenty of homes are single-phase, which caps you at about 7kW. Rather than guess, your electrician confirms your actual supply before anything is ordered — and we only suggest three-phase if it genuinely suits your car and how you drive. A 7kW charger overnight covers far more driving than most people expect.
